Walter T. Bowers, II is one of two abortion practitioners working at the late-term abortion facility in Ohio run by Martin Haskel, one of the main promoters of the now-banned partial-birth abortion procedure. Bowers is working at the facility under a variance the Ohio state health department issued that has caused considerable controversy because it allows Haskell’s abortion facility to avoid complying with state law requiring a transfer agreement with a local hospital to transport patients who are injured in botched abortions for immediate medical care.
